D. METHODS OF PROCEDURE <br /> 1 . Verification of deficient signs within the city was done through <br /> - the use of approved inventory forms provided by IDOT, Division of <br /> Traffic Safety. <br /> 2. Completed inventory sheets are attached. <br /> All signs purchased as a part of the grant will , at a minimum, <br /> utilize Type B (Engineering Grade) reflective sheeting. Type A <br /> (High Intensity) reflective sheeting will be utilized for only <br /> those signs approved by DTS (Attachment B) . Signs to be replaced <br /> under the grant are itemized in the Summary of Quantities. <br /> (Attachment A) <br /> 3. The proposed project timetable for the Traffic Sign Upgrade <br /> Project is as follows: <br /> — October 1 , 1994 — Receive approval from IDOT for Project <br /> funding; enter into contract. <br /> — October 15. 1994 — Announce award of project funds through use <br /> of IDOT suggested news release. <br /> — October 15, 1994 — Formally advertise for bids. Solicit bids <br /> from MBEs; use most current list as certified by IDOT. <br /> Competitive procurement procedures will be utilized and the <br /> letting' will be conducted by the city. <br /> — November 1 1994 — City passes a resolution requiring seat <br /> belt use by city employees while driving city owned vehicles. <br /> — November 1 . 1994 — Open and publicly read bids received. <br /> Approve lewest responsible bidder. Enter into contract. <br /> — December 15. 1994 — Begin tasks/activities related to <br /> upgrading traffic sign system. <br /> — On—going from date of beginning sign installation/removal . <br /> The Project Director will monitor and document all employee <br /> time and city equipment costs approved for use on the project. i <br /> — September 30, 1995 — Project completed. <br /> — November l , 1995 — Final report and final claim will be <br /> submitted no later than 30 days after project completion. <br /> 3111V/2 <br />
