C. APPLICANT ELIGIBILITY 1 . Applicants must meet one of the following owner- ship criteria. a. The applicant owns the property (grants may be authorized with conditional approval, contingent upon the applicant securing . ownership prior to actually receiving the grant) ; all mortgages and liens must be identif ied. b. The applicant is the purchaser of the property under a land sales contract, and a) provides the City with a copy of the signed contract , b) accepts financial responsibility for the improvement work, c) provides written consent from the title holder for the proposed rehabilitation work, and d) secures title holder' s consent to execute and record the Agreement between the City and the recipient with the Macon County Recorder. c. The applicant holds a lease on the property for at least the length of the grant term, and a) provides the City with a copy of the current signed lease, b) adequately secures the grant as determined by the Commission and the City Council; c) accepts financial responsibility for the improvement work; and d) provides consent from the title holder to execute and record the Agreement between the recipient and the City with the Macon County Recorder. 2 . The applicant should be willing to substantiate his/her commitment to the project . Genuine in- terest to undertake and maintain exterior rehabilitation is essential . III . PROGR.AM PROCEDURES A. The applicant will select an architect registered by the State of Illinois . The facade restoration shall be done to resemble the facade of such building during the period of 1880 to 1900 or to the earliest date of when the building was built if after 1900 . I B. The applicant will submit to the Department of Com- munity Development the following material : l . A preliminary architectural plan proposal . ' 2 . Cost estimate for exterior facade, meeting mini- '� mum City building code requirements . �I 3
