C. APPLICANT ELIGIBILITY <br /> 1 . Applicants must meet one of the following owner- <br /> ship criteria. <br /> a. The applicant owns the property (grants may <br /> be authorized with conditional approval, <br /> contingent upon the applicant securing <br /> . ownership prior to actually receiving the <br /> grant) ; all mortgages and liens must be <br /> identif ied. <br /> b. The applicant is the purchaser of the <br /> property under a land sales contract, and <br /> a) provides the City with a copy of the <br /> signed contract , b) accepts financial <br /> responsibility for the improvement work, c) <br /> provides written consent from the title <br /> holder for the proposed rehabilitation <br /> work, and d) secures title holder' s consent <br /> to execute and record the Agreement between <br /> the City and the recipient with the Macon <br /> County Recorder. <br /> c. The applicant holds a lease on the property <br /> for at least the length of the grant term, <br /> and a) provides the City with a copy of the <br /> current signed lease, b) adequately secures <br /> the grant as determined by the Commission <br /> and the City Council; c) accepts financial <br /> responsibility for the improvement work; <br /> and d) provides consent from the title <br /> holder to execute and record the Agreement <br /> between the recipient and the City with the <br /> Macon County Recorder. <br /> 2 . The applicant should be willing to substantiate <br /> his/her commitment to the project . Genuine in- <br /> terest to undertake and maintain exterior <br /> rehabilitation is essential . <br /> III . PROGR.AM PROCEDURES <br /> A. The applicant will select an architect registered by <br /> the State of Illinois . The facade restoration shall <br /> be done to resemble the facade of such building <br /> during the period of 1880 to 1900 or to the earliest <br /> date of when the building was built if after 1900 . I <br /> B. The applicant will submit to the Department of Com- <br /> munity Development the following material : <br /> l . A preliminary architectural plan proposal . ' <br /> 2 . Cost estimate for exterior facade, meeting mini- '� <br /> mum City building code requirements . �I <br /> 3 <br />
