Information about current tenants and future <br /> potential tenants (priority to rental <br /> units) . <br /> b. Information about type and number of jobs to <br /> be created; if commercial tenant . <br /> NOTE : Use information from the application form <br /> as a guideline . <br /> 5 . Completed application form. <br /> C. The plan proposal, if determined eligible by the <br /> Department of Community Developmerit, will be sub- <br /> mitted to the Historical and Architectural Sites Com- <br /> mission (HASC) . HASC will review the renovation <br /> plans and determine the building' s compatibility with <br /> the architectural character of the Historic District <br /> or historic context of CBD. Their recommendation is <br /> then submitted to Program Administrator for prelimi- <br /> nary approval of plans and amount of grant (if funds <br /> are not available at this time, the applicant shall <br /> be notified in writing) . The program administrator <br /> will recommend approval of all facade grants to the <br /> City Council . The City Council will approve all <br /> facade grants . <br /> D. The Illinois Historic Preservation Agency (IHPA) <br /> shall review and approve the facade renovation plans . <br /> Upon this approval, a six month funding reservation <br /> commitment is established . The applicant must <br /> prepare final detailed plans and specifications and <br /> sign a facade grant agreement . (If the project does <br /> not go under contract within this a sixty day period, <br /> the City' s commitment will be released and the ap- <br /> plicant will be notified in writing. ) <br /> E . The Owner will advertise for bids according to labor <br /> standards provisions . If the lowest bid is higher <br /> than the agreed upon grant and the applicant desires <br /> to obtain the grant, the applicant must agree to pay <br /> the difference between the grant amount and the <br /> lowest bid. <br /> 4 <br />
