(b) Article VI of the regulations of the Illinois Department of <br /> Human Rights (56 I11 . Admin. (775 ILCS 10/1 et. sea•) . <br /> 21 . The PLANNING AGENCY shall comply with Title VI of the Civil <br /> Rights Act of 1964, and Title 49, Code of Federal Regulations, <br /> part 21 . <br /> 22. The cost principles of this AGREEMENT are governed by the cost <br /> principles found in Title 48, Code of Federal Regulations <br /> Subpart 31 ; and all costs included in this AGREEMENT are <br /> allowable under Title 48, Code of Federal Regulations, part 31 . <br /> 23. By signing this AGREEMENT, the PLANNING AGENCY is providing <br /> certification regarding debarment, suspension, and other <br /> responsibility matters described in APPENDIX F. <br /> 24. This AGREEMENT and PLANNING AGENCY's obligations and services <br /> are hereby made and must be performed in compliance with all <br /> applicable federal and state laws. This AGREEMENT shall be <br /> construed in accordance with the laws of the State of Illinois. <br /> 25. The PLANNING AGENCY certifies compliance with Section 319 of <br /> Public Law 101-102 covering government-wide restrictions on <br /> lobbying as described in APPENDIX H. <br /> 28. The PLANNING AGENCY assures that the control , utilization and <br /> disposition of property or equipment acquired using federal <br /> funds is maintained according to the provisions of A-102 Common <br /> Rule. <br /> -7- <br />
