. <br /> CITY COUNCIL MINUTES <br /> CLOSED EXECUTIVE SESSION OF APRIL 4 , 1994 <br /> On Monday, April 4 , 1994 , the City Council of the City of <br /> Decatur, Illinois, met in Closed Executive Session in the City <br /> Council Conference Room, 3rd Floor, One Gary K. Anderson Plaza, <br /> Decatur, Illinois. Mayor Erik C. Brechnitz presided; together <br /> with him being Councilmen Stephen F. John, William Mitchell, Kent <br /> N. Mittelberg, Shirley M. Moore, William F. Oliver and Randolph <br /> L. Van Alstine. All seven members were present. Mayor Brechnitz <br /> declared a quorum present. <br /> City Manager James C. Bacon, Jr. attended the meeting. <br /> The first item of business was a discussion regarding <br /> proposed labor contract with Fire Local #505. No formal action <br /> was taken. <br /> The next item of business was a performance evaluation of <br /> the City Manager. No formal action was taken. <br /> Councilman Mitchell moved that the Executive Session be <br /> closed and the Council return to open session; seconded by Coun- <br /> cilman Moore, and on call of the roll, Councilmen John, Mitchell, <br /> Mittelberg, Moore, Oliver, Van Alstine and Mayor Brechnitz voted <br /> aye.
