� . <br /> LEGAL NOTICE <br /> , ' NOTICE OF PUBLIC HEARING <br /> CITY OF DECATUR <br /> REDEVELOPMENT PROJECT AREA <br /> Notice is hereby given that on November 19, 1990 at 7 : 30 <br /> P.M. in the Decatur Civic Center, City of Decatur, One Civic Cen- <br /> ter Plaza, Decatur, IL 62523, a hearinq will be held to consider <br /> the redevelopment project area to be called the City of Decatur <br /> Redevelopment Project Area (RPA) . The designated redevelopment <br /> project area consists of the territory legally described in Ex- <br /> hibit 1 attached hereto. <br /> The Redevelopment Project Area is shown in Attachment "A" <br /> and generally described in Attachment "B", both also attached <br /> hereto. <br /> There will be considered at the hearing a proposed <br /> Redevelopment Plan for the Redevelopment Project Area. The ob- <br /> jectives stated in the Redevelopment Plan are for the City of <br /> Decatur to serve as a catalyst in the redevelopment of the RPA <br /> into an industrial park. <br /> The RedeveI.opment Plan provides that the City would imple- <br /> ment a coordinated program of actions to facilitate industrial <br /> park development, including, but not limited to, financing and/or <br /> construction of public improvements, which may include street and <br /> sidewalk improvements, site preparation, utility improvements, <br /> traffic signalization and lighting, etc. The Redevelopment Plan <br /> contemplates the use of public finance techniques,, including, but <br /> not limited to, tax increment allocation financing. A draft of <br /> the Rsdevelopment Plan relating to the proposed Redevelopment <br /> Project Area will be on file at the Office of the City Clerk, One <br /> Civic Center Plaza, Decatur, IL 62523. <br /> Pursuant to the Tax Increment Allocation Financing Act I11. <br /> Rev. Stat. 11-74-1 et. seq. , as amended (the "Act") , a Joint <br /> Review Board has been established, consisting of the representa- <br /> tives of Community College #537, Warrensburg-Latham School Dis- <br /> trict ,�il, Decatur Park District, Barclay Public Library of War- <br /> rensburg, the County of Macon, Illinois, the City of Decatur and <br /> the general public. The public member and the Board's chairper- <br /> son shall be selected by a majozity of other Board members. <br /> The first Joint Review Board meeting must be held within <br /> fourteen (14) days of the notice. Accordingly, such meeting is <br /> hereby scheduled for October 3, 1990, at 11:00 A.M. to take place <br /> at the Council Conference Room located on the 3rd floor of the <br /> Decatur Civic Center, Decatur, IL at the above stated address. <br /> The Joint Review Board shall review the public record, plan- <br /> ning documents and proposed ordinances approving the redevelop- <br /> ment plan and project, pursuant to the Act. A Joint Review <br /> Board's recommendation, if any, shall be an advisory, non-binding <br /> recommendation, which recommendation shall be adopted by a <br /> majority vate of the Joint Review Board and submitted to the City <br /> within thirty (30) days after convening of the Eoard.
