WATER MANAGEMENT MEMORANDUM <br /> NO. 2016-10 <br /> DATE: July 8, 2016 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Keith Alexander, Director of Water Management <br /> Jerry Stevens, P.E., Engineering Services Coordinator <br /> SUBJECT: Resolution Accepting Bid and Authorizing the Execution of a Contract with <br /> Burdick Plumbing & Heating Company, Inc. to Perform 2016 Annual Water Main <br /> Replacement Project, Lake Ridge Addition <br /> City Project 2016-10 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution awarding the contract for the <br /> 2016 Annual Water Main Replacement Project, Lake Ridge Addition, City Project 2016-10, to Burdick <br /> Plumbing & Heating Company, Inc., (Burdick) as the lowest, responsible bidder in the amount of <br /> $1,362,984.00, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2016 Water Capital Fund which included an allocation of funds for <br /> this project. The City annually allocates funds for a water main replacement project. <br /> BACKGROUND: <br /> Project Description <br /> The City's Annual Water Main Replacement project targets water main segments throughout the City <br /> experiencing a high rate of main breaks or that require extensive repairs. The Water Management <br /> Department tracks each repair made and uses the compiled data to prioritize which water mains need to <br /> be replaced with available funding. <br /> This year's project is located on the East side of the City in the Lake Ridge Addition just West of the <br /> Airport. A segment of 6-inch water main extending from East Cantrell Street and Lake Ridge Drive to <br /> East of the intersection of Cantrell Street and 44�" Streets will be replaced. This area has been plagued <br /> with 15 water main breaks and has had issues with water quality. East Cantrell Street has had the most <br /> water main breaks with 10 of the 15 breaks. The water main is being increased in diameter to 12-inch <br /> to provide increased fire protection East of 44`� Street. See attached location map for details. <br /> Water quality has been an ongoing issue for over ten years in this area. A ten-foot section of six-inch <br /> water main was previously replaced on Lincoln Avenue. 'I'he old water main showed extensive pitting <br /> and corrosion on the exterior of the pipe. Modern ductile iron pipe has a surface coating that inhibits <br /> corrosion and is wrapped with polywrap, providing an effective life of the pipe of over 100 years.
