The Traf- <br /> fic and Parking Commission shall assist the City Plan Commission <br /> in developing traffic and parking plans. Such Commission shall <br /> also assist in the education of the public and the obtaining of <br /> the public support for measures adopted to improve traffic and <br /> � parking conditions. <br /> 6- 7 . TEMPORARY REGIILATIONS. The Chief of Police is hereby <br /> empowered to make, suspend and enforce temporary regulations to <br /> cover emergencies or special conditions. Such temporary regula- <br /> tions shall remain in effect only during the period of such emer- <br /> gency or special conditions. He is further authorized to make, <br /> and cause to be enforced, temporary traffic or parking rules, <br /> regulations or restrictions or test traffic control devices or to <br /> test prospective rules, regulations or restrictions under actual <br /> traffic conditions.
