Chapter 34 <br /> its opinion would improve such conditions in the City. The Traf- <br /> fic and Parking Commission shall assist the City Plan Commission <br /> in developing traffic and parking plans. Such Commission shall <br /> also assist in the education of the public and the obtaining of <br /> the public support for measures adopted to improve traffic and <br /> � parking conditions. <br /> 6- 7 . TEMPORARY REGIILATIONS. The Chief of Police is hereby <br /> empowered to make, suspend and enforce temporary regulations to <br /> cover emergencies or special conditions. Such temporary regula- <br /> tions shall remain in effect only during the period of such emer- <br /> gency or special conditions. He is further authorized to make, <br /> and cause to be enforced, temporary traffic or parking rules, <br /> regulations or restrictions or test traffic control devices or to <br /> test prospective rules, regulations or restrictions under actual <br /> traffic conditions. No such temporary rule, regulation or , <br /> restriction shall remain in effect more than ninety (90) days. '� <br /> The Chief of Police shall, within 72 hours of the time the same <br /> becomes effective, file a report thereof with the City Clerk. ', <br /> �- 8. DIRECTION OF TRAFFIC. Members of the Safety Services <br /> Department and auxiliary police assigned to traffic duty, are I <br /> hereby authorized to direct all traffic in accordance with the <br /> provisions of this Chapter, or in emergencies as public safety or <br /> convenience may require, and it shall be unlawful for any person <br /> to fail or refuse to comply with any lawful order, signal, or <br />
