treatment from all agencies of the City and from all holders of <br /> licenses, contracts and privileges from the City and to assure <br /> equality of opportunity for employment and advancement in the <br /> City government. <br /> 6 . DISCRIMINATION. The Commission shall advise and consult <br /> with the Mayor and Council in all matters involving prejudice or <br /> discrimination based upon race, sex, religion, ethnic origin, <br /> age, marital status, familial status, unfavorable discharge from <br /> military service or physical or mental handicap unrelated to <br /> ability, and recommend such legislative action as it deems <br /> appropriate to effectuate the policy of this Chapter, and shall <br /> also seek to accomplish the goals and purposes of the Commission <br /> through fact finding, education, conciliation and persuasion. <br /> 7 . COMPLAINTS. The Commission may receive complaints, and <br /> may initiate its own investigations, of tensions, practices of <br /> discrimination or acts of prejudice against any person or group <br /> based upon race, sex, religion, ethnic origin, age, marital <br /> status, familial status, unfavorable discharge from military <br /> service or physical or mental handicap unrelated to ability, and <br /> hold hearings and make findings thereon, and may further carry on <br /> research, obtain factual data and conduct hearings to ascertain <br /> the status and treatment of inembers of particular groups affected <br /> by such practice or acts and the better means of progressively <br /> improving human relations in the entire City, and make such <br /> recommendations to the Mayor and Council as in its judgment will <br /> effectuate the policy of this Chapter. <br /> 8 .
