� Chapter 43 <br /> 17 . The driver or operator or attendant of any tank <br /> vehicle whenever transferring f lammable or combustible liquids <br /> to or from such vehicle shall remain outside the same and in <br /> constant attendance thereat at all times during such operation. <br /> No person shall carry or possess any ignited, smoking, <br /> smoldering or flammable substance in the vicinity of such <br /> operation or expose the same to open flame, during the course <br /> thereof . Tanks of delivering vehicles and of storage tanks or <br /> marketing or servicing stations shall be so equipped as to <br /> permit the same to be connected in such a manner as to prevent <br /> the escape of liquid other than into the tanks being filled. <br /> No delivery or transfer of Class I or II flammable liquid into <br /> the tanks of marketing or service stations shall be made except <br /> through such a connection as required hereby. During the <br /> making and breaking of connections , the motors of delivering <br /> vehicles shall be shut down . <br /> 18 . Underground flammable or combustible liquid storage <br /> tanks shall be maintained as to sustain a pressure of not less <br /> than 5 pounds per square inch of either hydrostatic or air <br /> pressure upon the testing thereof . The owner or operator of <br /> each such tank shall cause the same to be tested at least once <br /> each three ( 3 ) years and the results of such test shall be <br /> forwarded to the fire official. The testing procedure to be <br /> followed is that which is provided for in the Recommended <br /> Practices on Undergound Leakage of Flammable and Combustible <br /> Liquids promulgated and published in the National Fire Codes �f <br />
