persons or employees or otherwise for any purpose based upon race, <br /> color, religion, sex, national origin, ancestry, age, marital <br /> status , physical or mental handicap or unfavorable discharge <br /> from military service. <br /> 12. Operator shall employ only persons of good moral <br /> character and reputation and shall furnish the name and identity <br /> of each prospective employee for approval by City, which said <br /> approval shall not be given except after investigation and <br /> report, including fingerprinting, of said prospective employees <br /> by the City. The provisions of Exhibit A are incorporated by �' <br /> reference herein. I <br /> 13 . City shall reimburse Operator, upon receipt of ' <br /> properly validated and substantiated vouchers and payrolls , <br /> for all wa�es actually paid, uniforms , clerical supplies , <br /> insurance premiums and other direct ordinary operating expenses <br /> of the facilities . However, no reimbursement shall be made for <br /> any wage expense increase above current wage expense either by <br /> an increase in the number of employees or an increase in the rate <br /> of pay thereof, and no reimbursement shall be made for any unusual <br /> expense or expense occasioned by substantial change in the manner <br /> of facility operation, unless such increase, or such unusual <br /> expense, or such change in operation is approved in writing by <br /> the City Manager before the same is made or incurred. <br /> 14, For each month of the term hereof that Operator operates <br /> the same, City shall pay Operator a management fee of Two Hundred <br /> Seventeen Dollars ($217. 00) for each facility so operated, which <br /> fee shall be paid during the next month succeeding the month of <br /> operation. <br /> - 5 - <br />
