be graded, curbed, paved or otherwise changed so as to make the <br /> resetting or reconstruction of such poles, conductors, conduits <br /> and apparatus of the Company necessary, the Company, its <br /> successors or assigns at its expense shall make such necessary <br /> change in construction. Should it become necessary or should <br /> the Company desire to use conduits or other similar fixtures , <br /> the Company shall make application to the City for the establish- <br /> ment of pe nnanent grades and such conduits or other similar <br /> fixtures shall not be installed until such permanent grades <br /> have been established. The City agrees to establish promptly <br /> such permanent grades upon such application at its expense. <br /> That when the City desires to widen, pave, repair or otherwise <br /> improve or change any street, alley, bridge,or public place so <br /> as to make the resetting or reconstruction of such poles , <br /> conductors, conduits and apparatus of the Company necessary, <br /> the Company, its successors or assigns , shall make such necessary <br /> changes in construction at the expense of the Company . The <br /> City shall give reasonable notice to the Company in writing of <br /> its intention to improve or change said street, taking into <br /> consideration the type and magnitude of the construction requested <br /> to be done by the Company. The Company shall proceed to make <br /> such changes as requested so that the work of the Company will be <br /> completed in advance of the commencement of the improvement <br /> by the City. <br /> Section 21 .
