That the Com an shall without <br /> P Y char e furnis <br /> g h <br /> and maintain one connection with its system to each and every <br /> public or parochial school building within the City, and one such <br /> connection or drop to each building of Millikin University, to <br /> each building of any junior college established in the City and <br /> one such connection to the Public Library and to such City <br /> buildings , as the Council may from time to time direct. <br /> Section 11 . That the Company shall provide a system <br /> of a minimum of 20-channel capability, at least one of which <br /> channels shall be used exclusively for the distribution of <br /> educational programs , or in the event of the unavailability <br /> thereof of substituted cultural programming, and shall have <br /> said system in operation twenty-four hours a day. <br /> Section 12 . That the Company in the conduct of its <br /> business and in furnishing service under the provisions of <br /> this Ordinance shall not discriminate between persons or <br /> between areas, and access to and use of said cable television <br /> system shall be made equally available to all persons , firms <br /> and corporations within the City, all in accordance with rules , <br /> regulations , terms and conditions made and promulgated pursuant <br /> to Section 23 hereof and filed with the City. <br /> Section 13. That within two years of such annexation <br /> the Company shall provide full service and full access to its <br /> system to aIl parts of any territory annexed to the City sub- <br /> sequent to the original construction of said system. <br />
