In July 2015, the Public Works Department retained the services of Carl Walker Inc., a well known <br /> and highly respected national engineering firm specializing in parking garage construction and <br /> restoration. Carl Walker was originally retained by the City in 2009 to complete a condition <br /> assessment of Parking Garages B and C and they then designed improvements to the parking <br /> garages that were completed in 2012. <br /> Carl Walker completed a Parking Garage Condition Assessment Report for Garages B and C in <br /> October, 2015. The Executive Summary is attached. The report noted 5 beam ends that required <br /> immediate shoring which was completed by Pubic Works personnel (see photographs 4 and 5). The <br /> report recommends that $300,000 in repairs be made to the parking garages in 2016 with additional <br /> repairs to be scheduled as indicated on Table 1 below: <br /> Table 1 <br /> Recommended Phased Repairs <br /> Description 2016 2017-2019 2020-2022 <br /> Garage B: Estimated Project Totals (2015 $111,000 $555,000 $457,000 <br /> Dollars) <br /> Garage C: Estimated Project Totals (2015 $184,000 $293,000 $246,000 <br /> Dollars) <br /> Totals $295,000 $848,000 $703,000 <br /> The proposal for 2016 parking garage improvement work includes full depth floor repairs, beam <br /> and joist repairs, drain repairs, structural steel repairs, deck coating repairs, cleaning and painting of <br /> rusted steel. Future repairs are focused on recoating the decks with waterproof inembrane to keep <br /> water from further deteriorating the concrete and steel of the structure along with floor and beam <br /> repairs as needed. <br /> No Future Funding Allocation <br /> To assure the long term health of the City's parking garages, it is important that ongoing <br /> maintenance needs are funded in a timely manner. Parking garages suffer from the same <br /> deterioration forces that pavements and bridges face. During the winter, road salt is carried into the <br /> garages by cars and soaks into the decks causing increased steel corrosion and concrete <br /> deterioration. <br /> State Motor Fuel Tax funds cannot be used on parking garages that have reserved spaces such as <br /> Garage C, or that are not open to the general public (Garage B leased to ADM). There is currently <br /> no identified funding for the ongoing maintenance and improvement of the City's parking garages <br /> that will be required within the next 5 years. <br /> Public Letting Results <br /> Bids were opened for this project on June 7, 2016, and exceeded the Engineer's Estimate by 79%. <br /> The work exceeded the funding currently available to the City for this work. The bids were allowed <br /> to expire. The project must now be redesigned to prioritize the work to meet the available funding <br /> in keeping with the higher than expected costs. <br /> Page � 2 <br />
