� ✓ 1 , . <br /> � (c) That no building permits shall be issued for any <br /> construction on Phase I of said premises , as marked on <br /> Exhibit B, until a plat accompanied by plans and specifications <br /> in accordance with the subdivision regulations of the City of <br /> Decatur and conforming otherwise to the conditions and agreements <br /> in this special permit shall be submitted by petition to and <br /> approved by the City Council , in manner and form as by ordinance <br /> provided. <br /> (d) That no building permits shall be issued for Phase II , <br /> III , or IV of said premises , as marked on Exhibit B, until <br /> petitioner submits to the Plan Commission for review and obtains <br /> from the City Council approval of a detailed set of plans and <br /> specifications for any such phase, including design data for <br /> streets , parking lots, curbs, gutters, sidewalks , sanitary , <br /> sewers, watermains, surface water drainage and drains , driveways 'I <br /> and driveway and street entrances , building types and locations , <br /> and density. <br /> (e) Side and rear yard s�etbacks for Lots 1 through 39 of <br /> Phase I of said premises, as marked on Exhibit B, shall comply <br /> with minimum side and rear yard requirements in an R-6 Zoning <br /> district as per the provisions of the Zoning Ordinance of the <br /> City of Decatur. <br /> (f) That Phase I of said premises , as marked on Exhibit B , <br /> subject to all the other limitations and conditions set out � <br /> herein, may be constructed with access only to East William <br /> Street Road but no building permits for any other Phase, as <br /> marked on Exhibit B, shall be issued until a second access to <br /> said premises is provided by petitioner from North Country <br /> Club Road substantially as shown on Exhibit B, and petitioners <br /> at their expense improve North Country Club Road from said <br /> access south to East William Street Road, such improvement of <br /> said portion of North Country Club Road to be in accordance with <br /> urban design criteria commensurate with anticipated travel, <br /> but in no case less than City of Decatur subdivision mimimum <br /> standards. <br /> (g) That before any building permits are issued for <br /> deveTopment of any phases other than Phase I of said premises , as <br /> marked on Exhibit B, the water service to said premises shall <br /> be looped by the furnishing by petitioner of a main not less <br /> than 6 inches in size extending from a point at or near the <br /> Northeast corner of said described premises southward along <br /> North Country Club Road to East William Street Road; thence <br /> westward along East William Street Road to and connecting with <br /> the existing 16 inch main of the City at or near a point 125 feet <br /> southeasterly from the soutwest corner of said described <br /> premises, and in the event it may be required by the City that a <br /> main larger than 6 inches in size be constructed to accomplish <br /> such loop the cost of the additional size above 6 inches shall be <br /> borne by the City. <br />
