� ✓ 1 , . � (c) That no building permits shall be issued for any construction on Phase I of said premises , as marked on Exhibit B, until a plat accompanied by plans and specifications in accordance with the subdivision regulations of the City of Decatur and conforming otherwise to the conditions and agreements in this special permit shall be submitted by petition to and approved by the City Council , in manner and form as by ordinance provided. (d) That no building permits shall be issued for Phase II , III , or IV of said premises , as marked on Exhibit B, until petitioner submits to the Plan Commission for review and obtains from the City Council approval of a detailed set of plans and specifications for any such phase, including design data for streets , parking lots, curbs, gutters, sidewalks , sanitary , sewers, watermains, surface water drainage and drains , driveways 'I and driveway and street entrances , building types and locations , and density. (e) Side and rear yard s�etbacks for Lots 1 through 39 of Phase I of said premises, as marked on Exhibit B, shall comply with minimum side and rear yard requirements in an R-6 Zoning district as per the provisions of the Zoning Ordinance of the City of Decatur. (f) That Phase I of said premises , as marked on Exhibit B , subject to all the other limitations and conditions set out � herein, may be constructed with access only to East William Street Road but no building permits for any other Phase, as marked on Exhibit B, shall be issued until a second access to said premises is provided by petitioner from North Country Club Road substantially as shown on Exhibit B, and petitioners at their expense improve North Country Club Road from said access south to East William Street Road, such improvement of said portion of North Country Club Road to be in accordance with urban design criteria commensurate with anticipated travel, but in no case less than City of Decatur subdivision mimimum standards. (g) That before any building permits are issued for deveTopment of any phases other than Phase I of said premises , as marked on Exhibit B, the water service to said premises shall be looped by the furnishing by petitioner of a main not less than 6 inches in size extending from a point at or near the Northeast corner of said described premises southward along North Country Club Road to East William Street Road; thence westward along East William Street Road to and connecting with the existing 16 inch main of the City at or near a point 125 feet southeasterly from the soutwest corner of said described premises, and in the event it may be required by the City that a main larger than 6 inches in size be constructed to accomplish such loop the cost of the additional size above 6 inches shall be borne by the City.
