BACKGROUND: <br /> On July 6, 2016, the Public Works Department issued a request for proposals and qualifications from <br /> area engineering firms to perform NBIS inspections and complete condition reviews of the following <br /> bridges: <br /> Mound Road/ Spring Creek(West) Bridge <br /> Mound Road/ Spring Creek(Middle) Bridge <br /> Taylor Road Bridge <br /> Garfield Avenue Brid�e/ Illinois Central Railroad Yard <br /> Garfield Avenue/22° Street Bridge <br /> Country Club/Lake Decatur Bridge <br /> These bridges were identified based on the routine bridge inspections conducted by City staff. The <br /> inspections noted various structural deficiencies that would benefit from being reviewed by a structural <br /> engineer, which the City does not have on staff. Structural concerns that go unaddressed may <br /> eventually result in a bridge being posted with a load reduction that may detour trucks and school <br /> buses around the posted bridge. It is important that structural concerns be identified clearly and <br /> addressed before they further deteriorate. <br /> Five firms responded to the City's request and submitted formal proposals and statements of <br /> qualifications. Public Works Department staff reviewed the proposals and recommends AECOM as <br /> the firm best able to serve the City in performing the requested inspections and preparing a preliminary <br /> bridge condition report for each structure. The preliminary bridge condition report(BCR) will clearly <br /> document the bridge's structural deficiencies and recommend project scope along with a schedule for <br /> future work. AECOM is a national firm with a local office in the City. They have completed several <br /> bridge inspections and bridge design projects for the City. <br /> Engineering Services Agreement <br /> The NBIS requirements, sets dates for each regulated bridge inspection throughout the nation. The <br /> bridges to be inspected under this agreement have due dates ranging from December of this year to <br /> October of 2017. The scope of services for the bridge inspection project includes: <br /> 1. Mobilize to each bridge prior to the required inspection date and perform an in-depth NBIS <br /> bridge inspection. An in-depth inspection requires the engineer to be within an"arms length" <br /> of the items being inspected. <br /> 2. Perform a special ultra-sonic test of the pin and link connections in the Garfield Avenue/22°d <br /> Street Bridge. <br /> 3. Prepare the required NBIS inspection documents for submittal to the Illinois Department of I��I <br /> Transportation. I <br /> 4. Prepare preliminary Bridge Condition Reports for each bridge, documenting all structural I <br /> damage; provide an estimate for repairs, and a recommended priority schedule for repair work. I <br /> The proposed fee is $77,803.80, which will be paid from the State Motor Fuel Tax Fund. <br /> POTENTIAL OBJECTION: There are no known objections. I <br /> � 2 � <br />
