SECTION 10: BE IT FURTHER ORDAINED that permanent easements for construction, laying, maintenance, operation and repair of said sewer system, including ' replacements, reconstruction thereof or improvements thereto across private property, toge�her �vith manholes as shown on the Plans and Exhibits, shall be acquired in the manner required by law over and across the following described property: (FOR DESCRIPTIONS OF BOTH THE PROPERTIES, THE PERMANENT AND TEMPORARY EA5EMENT5 REQUIRED, SEE EXHIBIT "2" ATTACHED HERETO AND MADE A PART HEREOF. ) SEC TION 11: BE IT FURTHER ORDAINED that the recommendations for said improvement by the Board o£ Local improvements of the City of Decatur, Illinois, together with the itemized estimate of the costs of such improvement, both prepared and presented to the Council of said City with this Ordinance as provided by law, and her eto attached, be and the same are hereby approved. SECTION 12: BE IT FURTHER ORDAINED that said improvement shall be made and just compensation for easements to be acquired shall be ascertained, and the whole cost of said improvement, including the just compensation to be made for private property to be taken for said improvement and the cost of said improvement, being the sum of $424, 800. 00 (Four Hundred Twenty Four Thousand Eight Hundred Dollars), as shown by the Estimate made a part hereof, including the sum of $21, 343, 25 (Twenty One Thousand Three Hundred Forty Three Dollars Twenty Five Cents), being the amount included in the Estimate as the cost of making, levying and collecting �he assessment herein, be paid for by special assessment to be levied upon the properties specially benefited by such improvement to the amount that the same may be legally assessed therefor, in accordance with the provisions of Chapter 24, Illinois Revised Statutes, Article 9, entitled, "Local Improvements.
