-2- (e) "Ambulance attendant or attendant" means a trained and qualified indivudal responsible for the interim care of the patient at the scene of the emergency and duYing transit. (f) "Patient" means an individual who is or has been sick, in- II jured, wounded, ox otherwise incapacitated or helpless at the time of the I' dispatch of the ambulance. {g) "Person" means any individual, firm, partnexship, corporation, association or other legal entity. (h) "Hospital" means any institution, place, building, or agency, public or private, �iether organized for proEit or not, devoted primarily to the maintenance and operation of facilities for the diagnosis and treat- ment or care of persons admitted for overnight stay or longer in order to obtain medical care of illness, disease, injury, infirmity, or deformity r� rt and sub 'ect to licensin under the Illinois Hos ital Licensin Ac J 9 P 9 t , appxoved July I, 1953, as amended. (i) "Certificate of Safety; Second Division Vehicle; Official Testing Station; Safety Devices and Appliances" shall have the same mean- ing as that ascribed to said terns by the ap�licable provisions of the Illinois Vehicle Code in force from time to time. 2. No person either as owner, agent or otherwise shall. furnish, operate, conduct, maintain, advertise, or otherwise be engaged in or hold himself out to be engaged in the operation of an ambulance or invalid coach service in the City unless he holds a valid cuYrent license issued undeY this Chapter for such respective service, except that in the case of a major catastrophe in which the number of ambulances operated by the licensees in the City are insufficient to render required services, vehicles operated by other person� may be used to render A�i�I.�A�E service.
