tPRE-BID MEETING CITY OF DECATUR,ILLINOIS &ASSOCIATES,INC 71h WARD SEWER REHABILITATION CITY PROJECT 2015-07/IEPA L17-5329 Held November 18,2016 at 10:00AM MEETING MINUTES ' These meeting minutes are intended to capture the highlights of what was discussed at the pre-bid meeting. They are not intended to be a verbatim account of everything said or discussed, nor are they a summary of all of the project requirements. ' I. Introductions and Sign-In ' Introductions were made. See attached attendance list. II. Project Overview ' The general scope of the project was reviewed by Dave Harp, PE, of BGM & Associates, the engineer in responsible charge. It was stated that the project is being funded through the State Revolving Fund loan program administered by the IEPA. III. Minority Participation Goals Review of City Code Chapter 28,Article 10(Project Manual, pp. ' 10-13 The City's Minority Participation Goals were discussed by Rick Marley, PE, Public Works Director. Chapter 28, Article 10 of the City Code was distributed to attendees, as well as supporting information regarding the ePrismSoft compliance tracking software. A. Policy ' B. Definitions C. Project Goals and Good Faith Efforts ' 1. Subcontracting is not required but if a subcontractor is used a Good Faith Effort must be made to fill the stated goal. 2. The Contractor shall put forward good faith efforts to "actively and aggressively" seek the participation of MBE or minority workers. 3. Eighteen percent of the total hours worked should be performed by minority workers. It was noted that women's and veterans'business enterprises will not meet the City's MBE goals. Documentation of Good Faith Efforts MUST be submitted with the sealed bid. Forms are included in the Bid ' Proposal for this purpose.
