In April, 2014,the City Council approved the creation of a Stormwater Utility to provide a dedicated <br /> funding source to improve known drainage problems and to improve maintenance on existing <br /> stormwater facilities. In addition to providing for rapid response work for storm sewer problems,the <br /> 2017 Miscellaneous Sanitary& Storm Sewer Improvement Project will address some of items 1 and <br /> 2 above. <br /> Project Description <br /> The 2017 Miscellaneous Sanitary& Storm Sewer Improvement Project works to resolve sanitary and <br /> storm sewer concerns as they are identified through televised inspections,routine maintenance and <br /> public observation. This project enables the City to respond in a rapid manner as problems within the <br /> sanitary and storm sewer system arise and must be addressed quickly. Having unit bid prices in place <br /> for sewer repairs enables the City to move rapidly to address collapsed pipe or sink holes as they are <br /> located in the sewer system, and before they turn into major public problems. This also reduces the <br /> number of emergency time and material repair contracts that must be brought before the City <br /> Council. <br /> The 2017 Miscellaneous Sanitary& Storm Sewer Improvement project will repair both storm and <br /> sanitary sewers under one contract. All the repair costs at each location will be separated between <br /> storm and sanitary improvements and will be paid for under the Sewer Fund(sanitary sewer work)or <br /> Stormwater Fund(storm sewer work). Approximately 80%of the project is expected to be sanitary <br /> sewer related and 20%of the project storm sewer related. <br /> Public Letting Results <br /> The project specifications were prepared by the Public Works Department. The project was <br /> advertised Wednesday, April 12, 2017, and bids were opened on May 17, 2017. The results for the <br /> letting are as follows: <br /> Compared to Engineer's Est. <br /> Bidder Bid Price Over/Under <br /> Entler Excavating Company,Inc. $544,754.00 3.57% <br /> Burdick Plumbing&Heating Company,Inc. $595,982.00 13.31% <br /> Engineer's Estimate $525,991.00 ----- <br /> Five contractors took out bid packages and two contractors submitted a bid proposal for the 2017 <br /> Miscellaneous Sanitary& Storm Sewer Improvement Project. Entler Excavating Company, Inc. <br /> provided the lowest responsive and responsible bid at 3.57%above the Engineer's Estimate. <br /> Entler has successfully completed storm and sanitary sewer projects for the City and adheres to the <br /> prevailing wage rate requirements of the State of Illinois. Staff recommends that the City Council <br /> approve a contract with Entler Excavating Company, Inc. to perform the 2017 Miscellaneous <br /> Sanitary& Storm Sewer Improvement Project. <br /> _2- <br />
